Respect for Visnu and Siva

In one verse Vaisvamitra seems to be bringing together Visnu and Siva, calling them “difficult of approach (युक्ष्वा) as is well known (हि)”.
युक्ष्वा हि केशिना हरी वृषना कक्ष्यप्रा | अथा न इन्द्र सोमपा गिरामुपश्रुतिं || (1.010.3)[1]
Respect the difficult of approach, Visnu  with the long hair (केशिना हरी) and Siva (वृषना), secretive with matted locks (कक्ष्यप्रा). It is reported that even the perpetual Indra (न इन्द्र), the one entitled to drink soma, his voice sounded reportedly trembling.  Presumably the voice trembled when addressing the Great Ones, from respect and fear. Siva is not mentioned by name but by his epithet: वृषनः. It seems plausible to suppose this to refer to Siva since the following term कक्ष्य-प्रा means the secretive one with the matted locks.
